Permit Application Information

Improvement Location and Building Permits

Any development involving permanent uses or structures, remodel, or site work (with or without building construction) requires an Improvement Location Permit (ILP) and Building Permit review. This review ensures compliance with the city’s Building Code and UDO, as well as other applicable local, state, and federal development requirements.

An ILP/Building Permit is generally required for a wide range of development activities – from internal remodels and changes in paving to moving dirt in the floodplain, to new construction of buildings. Check the City’s Building Code and the UDO for when a permit is required. You can also contact city staff directly to determine which petitions and permits may be necessary, which fees would apply, and which documents to submit.

In addition to obtaining a permit, the applicant is responsible for scheduling all required inspections with the building commissioner. Inspections are conducted during construction and upon completion to verify compliance with applicable national, state, and local building codes.

While property owners may complete the permit application, it is recommended that the contractor performing the work submit the application on the owner’s behalf. This helps ensure that the contractor acknowledges responsibility for the work should any issues arise.

Other Permits

The following types of work and structures require a permit application other than the ILP form:

· Grading

· Fences

· Signs (permanent and temporary signs)

· Demolition (permanent removal of structures and buildings, or portions thereof)

· Temporary Uses (including temporary structures)

· Short-term rentals (annual registration)

Unauthorized Use and/or Work

Beginning work without the required permits may result in fines equal to double the applicable permit fees, in addition to other violation penalties. If the unauthorized work does not comply with applicable regulations, corrective action—including potential demolition—may be required.

In addition, check with the Zoning Administrator to see whether you need approval before changing the use of your property.
